How to Make Cucumber Salad

Whisk the rice wine vinegar, black pepper, and sugar in a small bowl. While whisking, slowly adds the oil and whisk until smooth. Season to taste with kosher salt. Set aside. Soak the red onions in a small bowl of cold water while you prepare the rest of the ingredients, then drain in a fine-mesh strainer.
Blot dry with a paper towel. (This will mellow out and eliminate the sharp, raw onion taste). Add the cucumbers, onions, and cilantro to a medium bowl and toss well. Add the dressing and re-toss. Adjust the seasonings if needed. Serve immediately or refrigerate until ready to use for up to 12 hours.
