  • In a small bowl, whisk together the rice wine vinegar, black pepper, and sugar. While whisking, slowly adds the oil and whisk until smooth. Season to taste with kosher salt. Set aside.
  • Soak the red onions in a small bowl of cold water while you prepare the rest of the ingredients, then drain in a fine-mesh strainer. Blot dry with a paper towel. (This will mellow out and get rid of the sharp, raw onion taste).
  • In a medium bowl, add the cucumbers, onions, and cilantro and toss well. Add the dressing and re-toss. Adjust the seasonings, if needed. Serve immediately or refrigerate until ready to use for up to 12 hours.
